Top Secret/Sensitive Compartmented Information is a level of classification above top secret. These are among the most sensitive types of classified material the US has. Any 'normal' citizen caught with these documents would be in jail.
The list includes four sets of "top secret documents", three sets of "secret documents", and three sets of "confidential" documents.

Trump is suggesting documents were planted.
