He recorded 37 expenses of exactly $199.99 - one cent below a threshold that requires campaigns to keep receipts. The Fed's indictment of Santos now includes 23 charges. Santos stole identities, made charges on his donors’ credit cards without authorization and filed false reports that listed loans and contributions that were fabricated or stolen. |
