Todd Bissett, 55, was the head of a drug trafficking network that operated in the Iberville area of Saint-Jean-sur-Richelieu, south of Montreal. He was the right hand of the jailed Pascal Facchino. Facchino reported to HA Claude Gauthier, who is awaiting sentencing. Bissett pleaded guilty to gangsterism, conspiracy and drug trafficking. He was sentenced to 28 months. 15 days later he was sent home to serve his sentence, under order number 2020-033 of the Ministry of Health and Social Services. | Pascal Facchino |
Bissett is said to have multiple health issues, and as such is apparently immune from answering for his admitted crimes as a top level HA associate. "Awareness and accountability are deficient, not to mention remorse and regret which are non-existent." said one document. "The fact that you commit crimes for the benefit of a criminal organization is, in the opinion of the courts, a scourge on society." said another.
